(1) To draft and organize the implementation of ministerial rulings and policies related to fair trade for import and export; To draft and organize the implementation of ministerial rulings and policies on antidumping, countervailing, safeguard and other trade remedy measures.
(2) To be responsible for antidumping, countervailing, safeguard measures and other issues related to fair trade for import and export including foreign-related affairs. To be in charge of receiving application, filing cases, releasing public notices, adjusting product scope, disclosing information, and notifying the interested parties; To be responsible for making investigations and determinations on dumping margin, subsidy, and import increase before taking safeguard measures; In conjunction with the Bureau of Industry Injury Investigation, to formulate, supervise and make follow-up review on the implementation of the relevant public notices released by MOFCOM. To be responsible for the consultations, negotiations on agreements on price undertaking, and to sign and supervise the enforcement of the price undertaking agreements.
(3) To be in charge of investigating into and analyzing the trade and investment laws, regulations, policies and measures of different countries and regions, and to hold consultations or negotiations on those clauses discriminating against Chinese products, if any, and make corresponding responses.
(4) To be responsible for guiding and coordinating domestic efforts in responding to antidumping, countervailing and safeguard measures initiated abroad against Chinese exports, and the related work. To set up and improve China’s mechanism for responding to the accusations against Chinese exports.
(5) To monitor and analyze on export products, set up and perfect international trade and investment barrier investigation and global network and system of precautionary measures for emergencies.
(6) To guide and coordinate the domestic government agencies, medium and enterprises, carry out public awareness, training and consultation concerned with fair trade for import and export.
(7) To coordinate with related departments in deciding on China’s positions regarding trade remedies in bilateral and multilateral trade agreement negotiations and take participate in relative negotiation conduct bilateral and multilateral negotiation under WTO agreement for anti-dumping, anti-subsidies, countervailing and safeguards; to be responsible for multilateral communication and cooperation related to fair trade for import and export.
(8) To undertake other assignments given by the leaders.
